What it is

The Home Renovation Savings Program launched January 28, 2025, replacing the previous HER+ program. It's delivered by Enbridge Gas and Save on Energy (IESO) with support from the Government of Ontario. The program is part of a $10.9 billion investment in energy efficiency.

Two paths — this is where people get confused

The program offers two ways to get rebates. Choosing the wrong one — or doing things in the wrong order — is how rebates get rejected.

Path 1: Single upgrades

No energy assessment required

Best for: targeted upgrades

Path 2: Bundle & save

Energy assessment required, min 2 upgrades

  • • Insulation (up to $7,700 combined)
  • • Windows & doors ($100/opening)
  • • Air sealing (up to $250)
  • • Heat pump water heater ($500)

Best for: deeper renovations

Critical rule: If you choose the bundled path, do NOT start any work before completing the pre-retrofit energy assessment. This is the #1 reason rebates get rejected.

Who is eligible

You qualify if you:

  • • Own a detached, semi-detached, townhouse, row house, or mobile home (permanent foundation)
  • • Home has been occupied for at least 6 months
  • • Heat with Enbridge Gas, or are connected to Ontario's electricity grid (oil, propane, wood, electric)
  • • Have NOT already received Greener Homes Grant or HER+ rebates

Not eligible: condos, apartments, stacked townhomes, new builds, Cornwall Electric customers (unless on Enbridge Gas).

Common rejection reasons

Starting work before pre-retrofit assessment (bundled path)

Selecting only 1 upgrade on the bundled path (need minimum 2)

Installing a heat pump not on NRCan's approved list

Using windows/doors that aren't ENERGY STAR® certified

Missing invoices or model numbers in documentation

Not completing post-assessment within 180 days of pre-assessment

Using a contractor not registered with HRS

What is the Home Renovation Savings Program?
A provincial rebate program delivered by Enbridge Gas and Save on Energy (IESO), supported by the Government of Ontario. It offers rebates for energy-efficient home upgrades including heat pumps, insulation, windows, doors, air sealing, solar panels, battery storage, and smart thermostats.
What's the difference between the single and bundled path?
The single upgrade path lets you install one upgrade (like a heat pump or smart thermostat) without an energy assessment. The bundled path requires a pre- and post-retrofit energy assessment but lets you combine multiple upgrades (insulation + windows + air sealing) for higher total rebates.
How much can I get total?
Maximum rebates range from $75 (smart thermostat only) to over $17,000 (oil home with heat pump + OHPA). Most homeowners receive between $1,500 and $7,500 depending on their heating source and chosen upgrades.
Is the program still accepting applications in 2026?
Yes. The program has been confirmed through November 2026. However, the terms state it can end at any time. Previous programs (Greener Homes, GreenON) were closed suddenly.
Who delivers the program?
Enbridge Gas (for gas customers) and Save on Energy/IESO (for electrically heated homes), with support from the Ontario Government. It replaced the previous Home Efficiency Rebate Plus (HER+) program.
