Who qualifies

To qualify, you must meet all of these conditions:

The 5-step application process

1

Get a plumbing assessment first

A professional assessment ($500 max subsidy) identifies which devices your home actually needs. Skipping this can mean installing the wrong solution.

2

Get quotes from licensed contractors

At least 2 quotes from contractors with valid City of Toronto business licences. You can verify at toronto.ca/business-licence-search.

3

Get permits before installation

Backwater valve installation requires a building permit from Toronto Building. The contractor should handle the permit application.

4

Complete the work + inspection

Backwater valves require City inspection. Keep itemized invoices marked "paid in full" — the City requires originals.

5

Submit application within 2 years

For work completed on or after Nov 12, 2025: 2-year window. For work before Nov 12, 2025: 1-year window. Apply online at toronto.ca/BFPsubsidy.

Common reasons subsidies get rejected

Contractor not licensed by the City of Toronto
Missing building permit for backwater valve
No City inspection report submitted
Invoice not itemized or not marked paid in full
Application submitted after the 2-year window
Downspouts still connected to City sewer (and no exemption)
Outstanding property taxes or City debts
