OHPA Ontario 2026: What Changed and Who It's For

Last reviewed: April 17, 2026 · Info verified against natural-resources.canada.ca

Quick answer

OHPA is a federal program providing up to $15,000 to low-to-median income oil-heated Ontario homes switching to heat pumps. Stacks with Ontario's HRS program. Stays active in Ontario through 2027.

What OHPA is

The Oil to Heat Pump Affordability program (OHPA) is a federal initiative from Natural Resources Canada (NRCan). It was launched in 2022 and enhanced in October 2023 with higher grant amounts.

The goal: help low-to-median income households currently using oil heating switch to energy-efficient heat pumps. Oil heating is significantly more expensive than heat pump operation — typical households save about $1,337 per year after switching.

What changed in the program

October 2023

Grant amount enhanced

Maximum federal grant raised from $5,000 to $10,000. Provincial co-delivery agreements introduced, adding up to $5,000 more for a total of $15,000.

2025

Canada Greener Homes Loan ended

Separate federal interest-free loan program closed to new applications. OHPA continues independently.

December 2025 / 2026

Nova Scotia wrapping up

Due to high uptake, Nova Scotia's OHPA funding will be fully committed in 2026. Nova Scotians may not be able to apply after that. Ontario is not affected — program continues through 2027 in Ontario.

2027

Program scheduled to end

Current end date for OHPA across all participating provinces except Nova Scotia. No announcement yet on whether it will be extended further.

OHPA + HRS stacking

Oil-heated Ontario homes have the largest total rebate opportunity because OHPA stacks with HRS. OHPA is a separate program and not subject to HRS's caps.

Example: Oil home, air-source heat pump, 4 tons

HRS air-source (4 tons × $1,250)$5,000
OHPA grant (eligible amount)Up to $15,000
Maximum totalUp to $20,000+

Final amount depends on system size, project cost, and income qualification. For some oil homes, out-of-pocket cost can approach zero.

How to apply

1. Verify eligibility

Visit canada.ca/heat-pump-grant and use the eligibility check tool. You'll need basic information about your home, heating, and household income.

2. Apply directly

Homeowners must apply themselves. Third parties (contractors, service organizations) cannot apply on your behalf — this is a strict program rule.

3. Follow provincial process

Ontario has co-delivery arrangements. You may be directed to a provincial portal. Check the NRCan participating provinces page.

4. Use the grant for qualifying costs

Heat pump purchase, installation, electrical panel work, oil tank removal. Get receipts and keep documentation.

5. Separately apply for HRS

The HRS heat pump rebate is a different application submitted by your HVAC contractor. Both can apply to the same project.

Scam warning

NRCan does not authorize any third parties to register you for OHPA. If you receive an unsolicited call or email about OHPA, treat it as a scam. Apply directly through canada.ca/heat-pump-grant.
