Pre-approval is mandatory BEFORE any work: the application (with a licensed plumber’s quote) goes through the City’s review, CCTV inspection and site visit first. Rebates are typically processed within 8–10 weeks of final paperwork. Ongoing City program — amounts per the By-law 2025-89 schedule.

Interior vs exterior valve
An interior valve (in the basement slab) is the standard job at $1,800–$3,200. An exterior storm valve costs more to excavate — and carries a larger $2,500 rebate cap.
Pre-approval BEFORE work
The RPPP rule that catches people: application (with a licensed plumber’s quote) must be approved before work starts — including the City’s CCTV inspection and site visit. Work done early is not rebated.
Floor type and access
Finished basements add concrete restoration; unfinished slabs with clear access sit at the low end.
Home age eligibility
Built before 2004 (storm-related work) or 2012 (sanitary) — newer homes were required to have protection by code and do not qualify.
