Canada Greener Homes Affordability Program (CGHAP) in Ontario
CGHAP is the federal program that replaced the old Greener Homes Grant. Instead of a cash rebate, it delivers home energy upgrades at no cost to income-qualified homeowners and tenants. Here is what it covers and where it stands in Ontario.
For income-qualified households
$0 out of pocket
No-cost, direct-install retrofits — insulation, heat pumps and more
What CGHAP is
The Canada Greener Homes Affordability Program is a federal initiative backed by about $800 million over five years. It funds energy retrofits — insulation, heat pumps and other upgrades — for low-to-median-income households, including renters. Crucially, it uses a direct-install model: selected delivery organizations plan and pay for the work, so eligible participants do not pay upfront.
Where it stands in Ontario
CGHAP launched in 2025, with Manitoba the first province to sign a delivery agreement. It is rolling out province by province, and Ontario is a co-delivery province — but the specific income thresholds and the Ontario application portal are still being finalized. If you think you may qualify, the practical step today is to confirm the current Ontario status with Natural Resources Canada and prepare (know your heating type and household income) so you can apply as soon as it opens.
Not income-qualified, or can't wait? The province-wide Home Renovation Savings rebate is open to all Ontario homeowners now — up to $7,500 for a non-gas home. It is the faster path for most households.
CGHAP vs. the HRS rebate
HRS (provincial)
Open to all homeowners · cash rebate after install · up to $7,500 (non-gas) · available now.
CGHAP (federal)
Income-qualified homeowners & tenants · no-cost direct install · rolling out in Ontario.

Common questions
What is CGHAP?
The Canada Greener Homes Affordability Program is a federal program providing no-cost home energy retrofits — such as insulation and heat pumps — to low-to-median-income homeowners and tenants. It uses a direct-install model: selected organizations handle the cost and logistics, so participants pay nothing out of pocket.
Is CGHAP available in Ontario yet?
CGHAP launched in 2025 (Manitoba first) and is rolling out province by province. Ontario is a co-delivery province, but the specific income thresholds and application path are still being finalized. Check Natural Resources Canada for the Ontario program link when it goes live.
How is CGHAP different from the HRS rebate?
HRS is open to all Ontario homeowners and pays a cash rebate after you install. CGHAP is income-qualified and delivers the upgrades at no cost (direct install) rather than reimbursing you. They serve different households.
Did CGHAP replace the old Greener Homes Grant?
Yes. The Canada Greener Homes Grant (up to $5,000) closed to new applicants in February 2024, and the $40,000 interest-free loan stopped accepting applications in 2025. CGHAP is the successor, focused on income-qualified households.
Can I use CGHAP with OHPA?
In provinces already delivering both (e.g. Manitoba), eligible households can use OHPA and CGHAP together. How they combine in Ontario will depend on Ontario’s delivery rules.
