What a sump pump actually does

Around most Ontario foundations runs a perforated pipe — the weeping tile, or foundation drain — that collects groundwater at the footing. That water has to go somewhere. In older homes it was often piped into the sanitary sewer; today Toronto’s foundation drainage policy expects groundwater to be managed on the property, and the Ministry of the Environment strongly discourages sanitary connections. A sump pit collects the weeping-tile water and the pump lifts it out and away from the house.

It is one of three distinct protections, and it helps with only one kind of flooding. The Institute for Catastrophic Loss Reduction separates basement flooding into overland water coming in through doors and windows, infiltration through cracks and joints, and sewer backup through the drains. A sump pump addresses infiltration. Sewer backup needs a backwater valve; overland water needs grading and downspouts fixed first.

When a home needs one

Pedestal, submersible, and the battery

A submersible pump sits inside the pit: quieter, stronger, and what most Toronto installations use. A pedestal pump keeps its motor above the pit and is the cheapest option. The choice that matters more is the battery backup. Toronto added a separate $300 subsidy for it in the May 1, 2026 expansion — including retrofits to a pump you already have — because an outage during a storm is the normal case, not the exception.

Where it is allowed to discharge

Outside, onto the ground — not into a sewer. Toronto’s subsidy requires the discharge to empty onto a permeable surface such as a lawn, garden or gravel at least two metres from the foundation wall, and asks for photos of the pump and the exterior discharge pipe with the application. Routing matters: a discharge line that dumps water beside the foundation sends it straight back to the weeping tile and the pump runs in a loop.

Who is licensed to install it

A sump pump is plumbing and drainage work. For Toronto’s subsidy the installer must hold a City of Toronto business licence in one of four classes — T94 Plumbing Contractor, T92 Plumbing and Heating Contractor, T87 Drain Contractor or T85 Building Renovator. Other cities set their own rule: Hamilton pays the full grant only through its pre-qualified contractor list; Halton (Oakville, Burlington, Milton) requires a building permit and a final inspection; Ottawa requires a permit and inspection and reimburses the permit fee in full; Markham requires City pre-approval before installation. Verify the licence yourself on the city’s site before signing — the subsidy application will check it too.

  2. Get two itemised quotes; ask each contractor where the discharge will run and whether a permit is required.
  3. Have the licensed contractor install the pump — and the battery backup at the same visit.
  4. Keep the itemised, paid invoice and photograph the pump and the exterior discharge pipe.

Do I need a sump pump if I already have a backwater valve?

They solve different problems. A backwater valve stops sewage from backing up into the basement through the drains during a sewer surcharge. A sump pump removes groundwater collected by the weeping tile before it can rise into the basement. A home in a low or wet area often needs both, and Toronto’s subsidy pays toward each separately.

Pedestal or submersible?

A submersible pump sits inside the pit, runs quieter and handles more water; it is what most Toronto installations use. A pedestal pump has its motor above the pit and is the cheapest option. Either way, the part that matters most in a storm is the battery backup, because outages and floods arrive together.

How long does installation take, and what does the subsidy cover?

Replacing a pump in an existing pit is typically a half-day job; a first-time install with a new pit takes longer because the slab is cut and a basin is set. Toronto’s subsidy covers labour, materials and taxes on the invoice, at 80% up to the per-item maximum, and you apply within two years of the installation date.
