Cornwall Electric Rebate Eligibility Explained

Quick answer
Cornwall Electric customers are mostly excluded from Ontario's HRS rebates because they're on the Hydro-Québec grid, not Ontario's grid. Exception:if your home is primarily heated by Enbridge natural gas, you still qualify for gas-stream rebates.
Why this is an issue
The Home Renovation Savings Program is co-delivered by Enbridge Gas and Save on Energy (the Independent Electricity System Operator, or IESO). Save on Energy programs are funded by Ontario's electricity ratepayers through the IESO.
Cornwall Electric is a unique utility in Ontario — it gets its electricity supply from Hydro-Québec, not from the IESO-controlled Ontario grid. Because Cornwall Electric customers don't pay into the Ontario electricity system, they're not eligible for IESO-funded rebates.
This isn't unique to HRS — other IESO programs (like Peak Perks) also exclude Cornwall Electric.

Only if your home is primarily heated by Enbridge natural gas and you have an active Enbridge account.
What about federal programs?
Some federal programs operate on different rules. Worth checking:
- →OHPA (Oil to Heat Pump Affordability): federal program for oil-heated homes. Cornwall Electric customers may qualify if they meet income and oil-heating requirements. Check the official OHPA page.
- →Canada Greener Homes Loan: interest-free federal loan. Deadline to apply was October 2025.
How to verify your utility
If you're not sure if you're a Cornwall Electric customer:
- 1. Check your electricity bill — the utility name is at the top
- 2. If it says “Cornwall Electric” — the restrictions apply
- 3. If it says any other name (e.g., Hydro One, Toronto Hydro, Alectra) — you're connected to the Ontario grid and qualify normally
